U.S. energy production, energy technology innovation, renewables, and energy efficiency have all seen steady growth over the past several decades. Yet, opportunities abound to make our energy system – fuels and grid – more modern, resilient, affordable, clean, and efficient.  These opportunities increasingly rely on a “whole systems” approach to policy and planning that involves combinations of central electric generation and distribution, Internet-driven systems that deliver extraordinary efficiency, and end-use technologies that make possible “ultra-efficiency” in industry, buildings, and transportation.  This discussion-oriented policy panel will feature insights on how state and federal policy can catalyze more energy successes and better reflect private sector technological and market advances instead of a business-as-usual pace.  Industry experts and policy leaders will provide their views on the outlook for energy policy and markets in the year ahead.

Session Two: Realizing the Benefits of the Direct Use of Natural Gas (Ballroom I, Ballroom Level)
The increased direct use of natural gas in homes and businesses can reduce primary energy consumption, consumer energy costs, and greenhouse gas emissions goals.  State energy efficiency policies and utility, consumer, and business investments in more efficient end-use products mean that the average American home now uses one third less natural gas than three decades ago. In a recent study, the benefits of direct natural gas were quantified and present compelling options for states and the private sector to reduce emissions and energy costs.  This session presents the findings of this important report, and the outlook for natural gas infrastructure needs and opportunities.

The Future of Energy Efficiency Roundtable (Ballroom II, Ballroom Level)
Co-hosted by NASEO’s Fuels and Grid Integration Committee and the U.S. Department of Energy’s Office of Energy Policy and Systems Analysis, this special workshop-style session will explore the anticipated evolution of the energy efficiency industry through 2040.  Nationally-known expert panelists from state, and federal agencies, academia, and the private sector will kickstart interactive discussions around the following questions:

How much energy efficiency will existing and emerging technologies and services deliver? To what extent can energy policy makers have confidence in energy efficiency forecasts and analyses in informing state policy and investment? How will new market entrants, customer engagement, continued commercial deployment of technology, and actions such as FERC Order 745 affect the energy outlook?

Though commercially available, many energy efficiency technologies are not as pervasive or widely adopted in the marketplace as expected. How can state, federal, and private action better enable market penetration and private investment?

The line between end-use and generation is less distinct than in the past, given the proliferation of distributed generation, smart metering, and interconnected, Internet-enabled energy technologies. What are some new ways for policy makers to define and/or understand these two terms (end-use and generation), and their interactions with one another?

What analytical tools do states and their private partners need to address efficiency? How can we best distinguish between the “practical,” the “possible,” and the “theoretically achievable”?

What policies or methods of customer engagement can be employed to reach low-income households specifically, who have proven challenging to engage and for whom electric efficiency can ease budget pressures?

Information discussed during this roundtable will be utilized by NASEO to develop recommendations regarding the U.S. Department of Energy’s Quadrennial Energy Review 1.2 analysis and will inform future state technical assistance on energy efficiency and energy planning programs and investment.

Electric Vehicles “Everywhere” and Implications for the Grid (Ballroom II, Ballroom Level)
EV Everywhere is the umbrella effort of the U.S. Department of Energy to increase the adoption and use of plug-in electric vehicles (EVs). Through research and development, outreach and education, and partnership-building, this initiative is helping realize significant benefits, including energy security, cost savings, and public health and safety for American residents and businesses. Yet, some utilities and energy systems may be unprepared for a sudden expansion in the EV market. This session will discuss the successes and continued efforts of the EV Everywhere program and will highlight strategies to plan and prepare for the potential impacts greater EV deployment will have on our electric grid.

Yet, Alaska and U.S. partners in the Arctic and Antarctic regions are uncovering innovative ways to use microgrids to integrate renewable sources with conventional generation and transmission systems to overcome these challenges. This session will feature insights from the state of Alaska, the private sector, and stakeholders of the U.S.-chaired Arctic Council, a multi-national forum for governments of the Arctic states and their inhabitants, to highlight innovations that other states and rural communities can learn from their experiences.

A new wave of grid modernization efforts is taking hold that increasingly takes a far-reaching, future-oriented policy approach rather than a regulatory-only focus. This session will provide practical guidance on how states and their partners are defining strategies and will showcase the grid modernization foundation that states have already begun to build from coast-to-coast and in between.

Nuclear power generates roughly 63 percent of America’s emission-free electricity.For many states, existing nuclear energy facilities make meeting the Clean Power Plan's requirements and other environmental goals possible, and in states with new nuclear energy construction, this clean energy generation eases meeting these challenges.  Former U.S. trade ambassador and Dallas mayor Ron Kirk will discuss why nuclear energy must be a part of any long-term solution to address climate change.

This special 3N Clean Power Plan plenary workshop session is being kicked off during the NASEO Energy Policy Outlook Conference.  The workshop affords state officials, registered NASEO Energy Policy Outlook Conference attendees, and invited guests the opportunity to hear directly from state energy, air, and regulatory officials about the barriers and opportunities they see for energy efficiency and renewable energy under EPA’s Clean Power Plan.  (Please note – A post-conference “3N” meeting will be held for State Officials and invited guests only on February 12.)
